In order to expedite the completion of

the arrangements for the taking over of the

services we would suggest that the Hong Kong

Government be requested by telegraph to hand to the Company's Manager in Hong Kong the heads of the

proposed agreement which he could telegraph to us

for our approval.

Our Manager could then be

authorised to sign the agreement in Hong Kong on

behalf of the Company.
